This analysis included a determination of vulnerability factors for different types of infrastructure, which includes infrastructure vulnerability and community sensitivity. A cost-benefit analysis was completed, determining the cost of damages to infrastructure from permafrost thaw, as well as considering the benefits. The total cost of damages was determined to be approximately $1.3 billion, with an annual cost per community of $51 million.
